Client Context
Innovation PEI is the Province of Prince Edward Island’s economic development agency, responsible for foreign direct investment (FDI), trade development, and sectoral growth. Operating in a small jurisdiction with limited resources, the agency’s mandate has been to help the Island punch above its weight by attracting investment, creating jobs, and expanding export activity across priority sectors.
The Mandate
Innovation PEI has engaged Healy Consulting & Advisory over a period spanning 20+ years to support both inbound economic development (FDI) and outbound trade. The remit has included sector strategy, investment attraction, trade mission design and execution, and hands-on delivery support, functioning not as an episodic advisor, but as a trusted external partner supporting real economic outcomes over multiple mandates and political cycles.

The Work
- Long-term advisory and delivery partnership working with agency leadership, senior public servants, and ministers
- Development of the Island Prosperity Roadmap, identifying priority sectors for focused investment, including Financial Services, Biotechnology, Aerospace, Oceans & Fisheries, and Tourism
- Advisory support on tax holidays, incentives, and labour rebate programs to improve investment competitiveness
- Design and execution of more than 50 FDI initiatives and 20 multi-sector trade missions, including full logistics, BD meeting setup, company preparation, and follow-through
- Direct engagement with Canadian and international companies to support nearshoring, expansion, and export development
